You need to set up Ebay accounts that have shipping addresses in the countries that the sellers have agreed to ship to.

You can set the target on the Settings page, which you get when you push the Settings button, after you have logged in.

You can't choose your shipping address though. as I said, you need multiple separate Ebay accounts in order to do that.
