I am registered with Ebay in the USA. Can I use GIXEN to snipe an item in the Ebay in France?

Yes, if you can add an item to Gixen, you can snipe it.

Note that ebay.fr is not supported as a target, so your bid will be submitted by default to ebay.com. If you wish so, you can change this to ebay.co.uk or ebay.de, depending on your language preference. The target is only important if something goes wrong (e.g. dispute or other) as the support will be provided by ebay country site to which bid was submitted.
