When Launching the Gixen Desktop Manager, I get message saying " Could not SSL Library" and the program is completely disabled.. Any clue to unlock this?

The library it is looking for is also contained in the download from which you got the executable that you are trying to run.
Have you extracted all the files from the download and are you running the executable with a working directory that includes at the files from that download ?
