why change bid offset seconds

I am a mirror subscriber. Why the choices for how many seconds to offset bids? Wouldn't you always want it to be as late as possible anyway?

Not at all.

Due to the bid increment rule, which blocks bids within one increment of the current auction price, I always choose a higher offset than the default... because I find that I win more auctions at a price I am willing to pay where other snipers are involved as a result of that policy.

There is no universal agreement about what is the best offset, it differs by circumstance, hence it is left as a choice.
