If the current price is $30.29 then Ebay will not accept a bid lower than $31.29 because the bid increment in that range is $1:

The status that you should have received was 'BID UNDER ASKING PRICE' ('OFERTA BAJO PRECIO QUE PIDE' in Spanish) which reflects the situation exactly.
This is normal operation and covered in the FAQs provided on the FAQ tab above:
