Outsniped ... but are eBay bid timings listed accurately?

I was "outsniped" on an item, but in looking at the actual eBay listing, it's hard to understand how this happened, unless eBay doesn't list the bids at the actual times they were entered. I had a max bid of $19.00, and the winning bid was $19.10, but according to eBay's listing of the bids, the winning bid was submitted a few seconds AFTER mine. Wouldn't the bid increment rule prevent the other bidder from winning in this case? Just curious about what happened here... Thanks!

Yes, the winning bid was placed after yours, that is what 'OUTSNIPED' means and what ebay shows.

The bid increment rule is based on the auction price not on the current highest bid (which most often is hidden from later bidders). The auction price after your bid was placed and before the last bid was US $13.38 so the bid of US $19.10 was acceptable under the bid increment rule.. it also happened to be higher than your bid so it won the auction.
