I can't figure out what the "Import Gixen List" button does... Can anyone explain?

The FAQ answered it

This is provided for your convenience. In order to use "Import Gixen list" feature you have to create a list called "Gixen list" in your eBay account.

It's the same thing as ebay watchlist, only as of recently ebay allowed users to create custom lists. If you name one list "Gixen list", you can import items from it. It's convenient if you prefer to "mark" items to snipe in a separate watch list and import them later.
