What does it mean "account needs phone number verification"? How do I can resolve this problem?

I think you need to verify your account on eBay... Try placing a manual bid and you will probably get the screen that prevents Gixen placing bids for you. Then follow the instructions that eBay give you on that page.

Once you have done that Gixen should work for you again.
