Hey guys,
Just say there are no bids at all and it's at $10 or a few bidders and is at $20 and my maximum bid is $30... do I still end up paying $30??

Not unless someone else bids close to the maximum that you snipe at.
The way that eBay works you pay at most one bid increment more than the second highest bidder.
