Bid under asking price, but a lower bid won?

This happened on two auctions, 110280476848 and 110280477069.

The auction ended I received a message from Gixen, "Bid under asking price" But the winning bid, $31.95 was less than my bid, $32.00.

I may be answering my own question here, but is the reason for this error because I didn't have enough cushion above the winning $31.95 bid?

Yes, you have answered your own question the bid increment in that range os 1.00, see:

... so 32.95 was the minimum amount that would be accepted by eBay at the point that Gixen tried to place the bid for you. Its the same for both auctions since a bid was placed before the end of the auction, had no one else bid you would have won at 31.95.
