This happened on two auctions, 110280476848 and 110280477069.
The auction ended I received a message from Gixen, "Bid under asking price" But the winning bid, $31.95 was less than my bid, $32.00.
I may be answering my own question here, but is the reason for this error because I didn't have enough cushion above the winning $31.95 bid? |

Yes, you have answered your own question the bid increment in that range os 1.00, see:
http://pages.ebay.com/help/buy/bid-increments.html
... so 32.95 was the minimum amount that would be accepted by eBay at the point that Gixen tried to place the bid for you. Its the same for both auctions since a bid was placed before the end of the auction, had no one else bid you would have won at 31.95.
