It will be as a result of Gixen trying to place the bid for you and receiving that response from the Ebay software, so it must be a restriction on the Ebay side.
Generally it's because a transaction has been cancelled as unpaid in the past 12 months coupled with the seller specifying that they won't accept any bids from any account that has any unpaid item notifications. Ebay themselves may not regard that as a restriction on your account because not all sellers choose that option, so it's not a blanket restriction imposed by them. However in a specific case like this it certainly feels like one to the blocked buyer.
The only way around it is to get the non paid item strike removed by Ebay, however that's not easy to get them to do, especially if the seller that originally cancelled for that reason is not also supportive of it happening.
