It means that you can schedule up to 4 snipes, or 4 groups of snipes.
When you win one you can only schedule 3 snipes until a month after you won the first.
Win 2 within a month and you can only schedule 2 more etc.
Of course this is only limited with a free account, if you have a subscription you have unlimited snipes for the whole of your subscription.
