This can be for a number of reasons.

For instance, the seller blocking your id, or trying to buy a 'sharp' without any age verification.

You'd need to be more specific about the seller, your shipping location, and the item before anyone is going to be able to be more specific.

I have a credit card on file with eBay. I know nothing of the seller and presumably vice versa so not blocked and both they and I are in the UK.

What was the auction id ?

If you don't want to post that here, just find another auction from the same seller on the site you have your bids submitted to, and push the bid button manually, you don't need to type any amount in, or actually submit the bid... just report back here if there any messages that pop up before you get to that stage.
