Yes, I've certainly seen people complain (not necessarily on this site) about this for Cutlery in the UK.

Maybe you could ask Ebay if they are prepared to pre verify an account, or whether that's even legal for them to do.

If not, there might have to be some sort of detection where this is likely to be required, at least to issue warnings. For that we'd need to know what rules Ebay themselves have implemented to decide when to prompt for this.

I don't see anything helpful on the auction page, has anyone else noticed any definitive indication, before attempting to place a bid ?

I think it's unlikely ever to be possible to do it via Gixen.
