I don't think that procedure exists on the German site, and in any case Gixen is registered with the US one for this purpose, so everything has to be authorised via the US site.
Since Ebay accounts are global the process works to allow bids to be placed on all sites, the delay on receiving two factor authentication texts is therefore unfortunate, but necessary.
At least you only need to do it once every 18 months.
