It would seem to be a direct transcription from a response received back from Ebay when Gixen tried to place a bid.

So it may be only Ebay that knows the whole meaning, other than the message being in a 'BUSINESS' category they don't seem to be any more explicit than that.

What category of item was it that was being bid on ?
