Is it related to the issues from Dec 19?

That error is very unlikely to be related to the the changes Ebay made last week.

Was this snipe Mirrored?... If so was the same status given on the Mirror tab?

In that case you were probably just unlucky on that snipe... It has been estimated that as many as 1 in 300 snipes, on a single server, will have issues like that which cause a failure of the snipe to be successfully placed.
