I'm having exactly the same issue whenever I add a new snipe.

I added this warning - submitting multiple bids from the same user at the same time can trigger eBay asking for verification (captcha). Using different offsets helps.

You are not prevented from adding such snipes, but this way you are at least informed that there is a risk in doing so.
