I guess that Paypal does not know the currency of your Credit Card and hence Paypal issues the warning since they will charge it in dollars which might trigger a conversion charge from the Credit Card company if your card does not have a US Dollar balance.

Post subject: Paypal and international transaction fees
Is your paypal account set up in the US? When I went to purchase a mirror subscription today, I got the message "If you use your credit card for this international payment, the card issuer may charge a fee up to 3% of the transaction cost. That's about $0.18 USD for this payment."
Not a big deal about the $0.18. Just curious.
