The usual advice is to remove the .dll files from the directory where the .exe is located and then install OpenSSL from scratch on your computer... Google it to find an installation appropriate to your set up.
Alternatively others have reported success from running the .exe file in compatibility mode.

Regarding: GixenDesktopManager.exe, ver. 1.2.4

On initialization or login attempt, I receive the following error:
Socket Error #10060
Connection Timed Out
Window indicates: "Done refreshing prices. Connecting to Gixen..."
The utility never achieves login.
