If the seller restricts the countries I think you get the "auction restricted" status via Gixen. It is where your account was originally registered that eBay checks against, not the IP address (though they may use that for other purposes).
The "seller not accepting bid" status is a bit different...it usually indicates that the seller has specifically restricted bidding from your eBay account... if there is a problem with the implementation that causes this I am certain that the problem is with eBay software and not with Gixen.

Yet this is very real. If needed I can provide logged screens Gixen received back from ebay. When you get "auction restricted" the reason is usually stated on the response page (though Gixen may not always display it, I can check what it is). For "seller not accepting bid" the reason is never stated.

AFAIK that indicates a block wheras the message you received before is an indication that the seller had restrictions (not specfic to you) that your eBay account did not meet.
That said, I have an ongoing discussion with a seller for which I recently received the 'SELLER NOT ACCEPTING BID' response and they don't understand why I am getting it for their auctions... they have said they are now going to consult eBay Support about it.

Post subject: EBAY ERROR: SELLER NOT ACCEPTING BID
I got this error for item 290532798413. Is this the new error text to indicate I was blocked by the seller? The last time that happened AFAIK, Gixen said "AUCTION RESTRICTED: REQUIREMENTS NOT MET". I don't remember dealing with that seller, so I don't know if it's likely that I was blocked, but I guess it's possible. Anyway, I'm just wondering what happened. Thanks!!
