Usually not, though it's slightly more risky the snipe will be late.
Opinions are divided on whether 3 sec snipes make sense. I am of opinion that they don't. My personal favourite snipe time is 8 seconds, and that's what I always use.
Note that the goal is for your snipe to be there late enough that manual bidders don't have enough time left to change their mind, and early enough that your bid is there *before* other scheduled snipes, so that bid increment rule works in your favour.

what is a recommended offset?
is 3 seconds to slow? i am using 6s for right now...
