That's not eBay's decision. The seller has an option to add this restrictions to his/her auctions.

There are a few possibilities, the answers to the following questions may help you to track it down:
Was it from a seller that you have dealt with before? - They may have chosen to block your bids.
Have you had any Non Paying Buyer strikes against you in the past few months? - The seller may have set up a rule that blocks bids from any buyers that have these.
Was your eBay account originally registered in an area to which the seller does not ship? - eBay does not allow bids from buyers registered in locations that the buyer does not ship to, they may however allow bids from such users if they know that they are coming.
