This is known as Bid Shielding and is against Ebay rules.
If it were me that had lost out because of this I would report it to Ebay for them to investigate and possibly take action against the buyer.

Following up - the bid history is curious reading for my auction identified above. Two large bids were placed an hour or so before the auction closed. These were then retracted 2 seconds before the auction finished.

I have a similar fail:

Status: BID UNDER ASKING PRICE
The 'Why did I lose this auction?' links to an Ebay page explaining the bidding process however I can't see how this applies as the difference in Bid and close prices is considerably more than bid increments. Unless I'm missing something?
