I would advise contacting Ebay customer services, via their website.

This practice is known as bid shielding and is not an advantage to the seller only the eventual buyer.
It is against Ebay rules and is regarded as auction manipulation, but Ebay will do nothing about it unless it is reported, so that is what I recommend that you do when you see it happening.

Btw, these guys with the bid retraction tricks totally kill Gixen snipping, raising the bid too high, then canceling them in the very last moment and putting lower than mine bid.

Post subject: Auto Retract Bid
Hi guys,
I saw some seller auctions being pumped up (guess it's bots) then in the very last seconds, high bids are retracted.
Can you develop similar tool and is my suspicion seller is cheating via this method right?
What do you think?
