I split this from the thread you posted it on because it had no relevance to it.
This is a restriction imposed by the seller, which they can do on each auction independently.
So you might win many auctions where this restriction has not been applied before you encounter one where it does, and it prevents your bid being placed.
You would have found the same block if you had attempted to bid manually on that item on Ebay, in your browser.
In order to stop it happening you need to link your Paypal account, if you have one, to your Ebay account, on Ebay.

Ive gotten this message after I won an auction 2 mins before.
"No linked PayPal account. Buyer does not have a linked PayPal account."
