Those measures are intended to prevent attempted fraudulent access to your account on Ebay... however sometimes sniping services get caught in the crossfire.
You can mitigate that risk by setting different offsets for auctions that end at the same time so that the bids are actually placed at slightly different times.
Of course, you can never do this with Grouped snipes, that are in the same Group, since there is insufficient time for bids to be cancelled if and when one wins.

Post subject: multiple snipe bidsat same instant with same seller
Can gixen execute my snipe bids on two different items from the same seller that will be going off at the exact same minute/second? Can it do it if there are 3 or 4 items involved? I have read on this forum that it can't do it on 50 items or even five, but I need to know if it will work with 2-4 items. I have main and mirror. Appreciate any info.
