Not at all.
Due to the bid increment rule, which blocks bids within one increment of the current auction price, I always choose a higher offset than the default... because I find that I win more auctions at a price I am willing to pay where other snipers are involved as a result of that policy.
There is no universal agreement about what is the best offset, it differs by circumstance, hence it is left as a choice.
