Desktop Manager has always been free to download.
Are you just saying that an older version no longer works (not surprising since Ebay changes force updates, from time to time).
If the latest version works, use that.

I just saw where Gixen Desktop Manager is now FREE, it wasn't
when I first downloaded it.
No matter, it still WILL NOT work with Windows 8.1.

There is no paid Gixen Desktop Manager, it's a free software, so I don't understand where you got the "paid" version. You can download the latest version from
http://www.gixen.com/gdm/GixenDesktopManager.zip

Just for kicks I loaded the Freebie version of Gixen, and IT WORKS.
So, something is amiss with the Paid Version.

error message.

Compatibility mode and "Run as Administrator" is not the same. GDM does not require administrative access for anything at all, but it may require compatibility mode. As far as I know, all users were able to run it at the end in compatibility mode, Windows 7 or 8 regardless.

I tried installing Gixen Manager on a new computer running Windows 8.1.
I get the following error message :
Socket Error # 10060
Connection Timed Out
And, yes, I did run it as Administrator.
