Hi Adam,
To be fair I don't think it is intended to be used for any of the rover sites American, British or otherwise, they are used via the links in emails Ebay sends out, aren't they?
The proxy is there as a temporary measure to get over a specific issue, it isn't supposed to be used long term for all your Ebay needs.
When I found this rover issue myself I just disabled the proxy in order to get on with what I wanted to do.
