If the current price is $30.29 then Ebay will not accept a bid lower than $31.29 because the bid increment in that range is $1:

The status that you should have received was 'BID UNDER ASKING PRICE' ('OFERTA BAJO PRECIO QUE PIDE' in Spanish) which reflects the situation exactly.
This is normal operation and covered in the FAQs provided on the FAQ tab above:

Post subject: bid ended with a lower price that I bidded in Gixen
I put 31$ in the sniper and the bid had finished in 30,29$ ... I don't understand what kind of mess Gixen has made with my offer but I have lost record of a silly way...
