The problem may be in how you specified price - it should be 0.3, not 0,3. On the web interface this is handled automatically, I believe, but not in import.

The format is the same as you get when you Export your snipes to a file, so if you are having trouble my suggestion would be to add a few snipes manually, then Export a file and then modify that file instead of starting a new one from scratch.
It looks like you first example is closest to what is needed, but without having the actual file you are uploading it is not possible to tell what the problem might be.

Post subject: upload tool - csv file
Hi, I made a csv file with some items, I used these syntax
(Item Nr, price(decimals separated by .),group Nr) Ex: 140966891229,0.3,1
or
(Item Nr; price(decimals separated by ,);group Nr) Ex: 140966891229;0,3;1
None works, in the first example the upload tool returns: Upoading snipes....Done
but no snipes are uploaded
In the second example it just returns Uploading Snipes... eternally
Is the syntax right, why it doesn't work?
