It not possible to see on a listing that the seller has restricted where they will ship to unless they also say so in the listing. The only way to tell for sure is by trying to place a bid like Gixen does.
The option to restrict shipping is separate from setting the costs of shipping for sellers and eBay does not use your shipping address when deciding to block bids, they use the address that your account is registered with. Presumably this is because they allow you to change the shipping address easily and do not verify that address.

I had already buy items that were delivered only through the USA via gixen. Just send to a virtual address from shipito.com. In the description of these lots there was no information: "This seller does not ship to Belarus" - I can see is the first time. :(

Actually you should be able to see the returned page if you click on "View More Details" button underneath it (web interface only).
In this case it's the following:
"Sorry, this item cannot be shipped to Belarus."

This status indicates that the bid was blocked by eBay because of a restriction the the seller has chosen.
Only Mario can tell you the precise reason, but mist often it is because the seller refuses to send things where your account is registered.
There is no way around these restrictions, the inly thing you can do is ask the seller to remove them before you bid. The only ways to tell that they will prevent you bidding is to try to place a bid or ask the seller if they have any restrictions (but even that is not guaranteed as some sellers don;t even realise they are blocking bids with the options that they choose).

Item number: 270915598345. I have set a maximum bid of $ 178, but the winning bid of $160. In status: AUCTION RESTRICTED: REQUIREMENTS NOT MET. Please tell us why it occurred and how to avoid this in the future?
