Yes, the highest bidder will always win on eBay... as Mike suggests the key to successful sniping is to know the value of the item in question and set the value of the snipe accordingly.
Being outbid on a snipe is almost equally as satisfying (once you are confident of the value) since you then know someone else is paying more than you think the item is worth... and justifies your analysis that the item was worth sniping at the value you decided.
It also costs nothing to lose an auction on eBay :)

Usually, my last second Gixen bid is higher than the so called 1st higher bidder.
So the current "highest" bidder will continue to think that he/she will win the bid, only to be outbid at the last second.
