I would first try logging into the English language version of the site... that is used by more users and hence more closely monitored for required updates.
If you are not able to log in to that I would next recommend waiting for a day before trying again... the measures that Ebay take against accounts are most often temporary.
If after that you still have an issue, I recommend emailing Mario at the support address provided on the 'Contact' tab above.. he may then be able to provide you with more specific measures you can take to allow your account to log into the Gixen website again.
