Yes, when a snipe is scheduled on both servers, both of them try to submit that bid.

Part of the design is that the servers need to be independent of each other, so that if one is not operational the other still performs the required task. If it were required that they communicate between each other they would not be independent.

This is why Grouped snipes are not Mirrored; In that case one server might be required to know if the other had won an earlier auction in order to know whether to attempt to bid on a later auction.

In the majority of cases the first server to submit the bid is the only one that Ebay accepts the bid from. Later bids of the same amount, from the same Ebay account are rejected by the Ebay servers, just the same as if you try to do that manually.

In the cases where both bids arrive at the Ebay servers at the same instant, and both are accepted, it doesn't actually matter, because two bids of the same amount, from a single Ebay id do not raise the auction price, as they would do if they came from different Ebay ids.
