You mean the main and mirror servers, right?

It depends on what offsets you use. If you set your mirror offset for 4 seconds and the main offset at 6 then the mirror server will place your bid first. Or vice versa if you set the main server at 4 seconds and the mirror at 6.

If you are using the same time offset for both servers - fundamentally whichever one gets there first. In computer world bids could be fractions of a second apart - your snipes as well as other incoming bids. You won't see fractions of seconds in an eBay bid history but the eBay system has to make a determination as to which got to their server first. Bottom line: first in, first out.

The biggest point about having the mirror service is to ensure your bid gets placed period. Stuff happens. And if stuff happens it could be a problem with a gixen main or mirror server, or an eBay server as well. Both gixen main and mirror servers will always try to place a bid and should one of them fail to do so for any reason the other gixen server gets though. Pretty sure Mario says the reliability for a mirrored account is over 99%.

The other way round Rick, a 6 second offset is longer before the auction end than a 4 second offset, so that one bids first.

I did Rick,... 6 seconds before an auction ends is earlier than 4 seconds before an auction ends.

Example auction ends at 10:00, with Mirror offset of 4 seconds and the Main offset of 6 seconds.

Outcome:

Main server places bid at 9:59 and 54 seconds.

Mirror server tries to place bid at 9:59 and 56 seconds but probably gets blocked by the earlier bid placed by the Main server.. only if the Main fails does this one get through as the backup.
