Periodic \"Not Eligible to Bid on this Item\" Res

Recently I've started losing auctions with the result stating I'm not eligible to bid on the item. Has anyone else received this snipe result and found a fix? It's intermittent and happens with sellers I win items from all the time. It also occurs on both higher dollar and low dollar bids, so it's not a threshold bid issue. I do also subscribe to the mirror service.

Can you give me at least one item id? I may be able to find out more in the logs.

Below is a more detailed response from eBay. If this is not so, I would give them a call. They have all kinds of limits in place that they can lift if needed.
