Do I need to change my bid timing settings as I was 'outsniped' by my highest snipe ($13.50) which auction was won for?

When you get outsniped it's highly unlikely that changing timing will help. This will help only in situations where the higher bidder saw your bid, changed their mind, and submitted a higher bid in the closing seconds. This is highly unlikely.

That winning bid was likely also a snipe, decided on and scheduled ahead of time. If your bid came after it, instead of being outsniped you would get "bid under asking price" status instead.

My bid ceiling was $13.50 placed prior to the snipers, so I'm still confused as my bid was earlier. I've been losing quite a few auctions recently that I've bid higher on, but a lower bid has won.

Your maximum bid was 13.00, not 13.50.

Yes, in the first post the bid history produced actually shows that the snipe amount was 13:00, not 13:50.

If the snipe amount had been 13:50 and the high bidders bid was also 13:50, the earlier bid would have actually won due to the earlier bid rule.

The answer is definitely not to bid later, it is to set your snipe amount higher, if you are actually prepared to pay more.
