Ebays' attempts to detect potential fraudulent activity are closely guarded secrets, almost always automated, never clear and constantly change, so you never know what combination of activity they will react to next... or not react to when you might expect they would...

I have checked my ebay and have placed bids (in the past) on multiple machines WITHOUT EVER encountering these issues.

Now, I tend to use the same laptop, but the IP address is constantly changing each time, since I am using different WIFI locations.

The only time I was FORCED to change the password was when Gixen was used by crackers earlier in the year.

No it doesn't... it uses fixed IP addresses...

Not the ones the website is running on though.

After having my password automatically reset by eBay today for the 9th (yes, NINTH) time in 50 days, I *FINALLY* got some useful information out of a supervisor. She asked if my internet provider uses IP masking, which can cause the IP to change every time a bid is submitted and thus get an account flagged as possibly hacked. So I'm passing the question along to the powers that be here -- does Gixen use IP masking, either when sniping or when the SOCKS proxy is in use?
