A seller can block bids based on your shipping address (country) on a very broad or very narrow basis. In this case the seller may have blocked the entirety of Europe - which includes a mile long list of countries from Albania to Vatican City State - or very specific individual countries. Gixen cannot force a bid to be placed that the eBay seller will not allow.

We know where the seller was located but we don't know where you are. In the USA, if I'm looking at a non-USA seller item it will almost always state whether or not the seller will ship internationally in the details provided on the shipping info tab in the listing. And as Mark said, if you find this happening often you may need to place initial test bids directly via eBay to check what it going on.

Those failures will be because Ebay has not accepted the bid. Often due to rules specified by the seller behind the scenes that you can not see from viewing the item page... only attempting to submit a bid will reveal the presence of such blocks.

Gixen does try to submit the bid, provided only that your snipe value is higher than the current auction value.

To try to avoid this happening in future I recommend that you place small initial bids on the items, just to prove that you are able to.

Alternatively, what I do is only ever search for items via my home Ebay site... that way I never even see the items that sellers have decided not to enable shipping to my home.

Five or six times now, Gixen has not submitted a bid for an item because the seller has not explicitly stated they would ship to Ireland. In each case, the seller had no rule against international shipping, they just had no rule for it.
It's very frustrating to find you've missed an item you were willing to pay twice the winning bid amount for, just because Gixen is using a logical if not instead of a logical if.

Could it be changed to submit a bid unless the seller has explicitly stated they will not post to the destination? It's between the buyer and seller to sort it out if this results in confusion after the sale.

Thanks,
