No, this rule has always been in place on Ebay.

The bid to be submitted must be at least one bid increment above the current auction price, otherwise it is rejected by Ebay.

The current auction price is not the same as the current highest bid, since Ebay only makes the auction price be one bid increment above the next highest bidders price... So the actual highest bid may be much more than the auction price... That is how it is possible to beat another bid by only one cent... in fact no cents at all if your bid is earlier than the other bid.

It is this behaviour by Ebay that means that it is more successful for snipers like me, that bid on auctions were other snipers are also bidding, to bid earlier than they do... accordingly I have set my default offset larger than the usual 6 second default.

One of my bids was not placed recently with the explanation that it did not meet the Ebay's increment rule.

The current bid was $8.05 , my maximum bid was $8.36 and the item went for $8.05

I find this odd considering that not long ago I outbid someone else with jut 1c difference.

Has there been any change recently in how Ebay accepts bids from Gixen?
