It was confirmed to me that this issue is now fixed by eBay.
I made a quick check, and sure it is.

Post subject: EBAY SIGN-IN ISSUE NOW RESOLVED
As noted in the previous post, the root cause of the issues that started yesterday was a new SSL certificate on one of the 6 sign-in ebay servers.

The certificate installed works only with IE, and it fails for everything else - Mozzila, Opera and the SSL library Gixen is using. I notified eBay of the problem. In the meantime, Gixen is using exclusively one of the IPs with proper certificate, so service is completely restored now.
