Gixen is not eBay - the fact you placed a bid on Gixen several days ahead has no bearing, as Gixen submits your bid to eBay only seconds before the auction end, and your bid at that time must be higher than current highest bid + minimum increment.
In this case, minimum bid required at the time of auction end was 12.50 + 50 cents (minimum increment) = 13 dollars.

Post subject: Doesn't make sense
I'm not sure how I could be outbid on item #130069480610. The bidding ended and the item was sold for 12.50 but I had placed a bid on Gixen of 12.63 several days before the end of the auction. It read BID UNDER ASKING PRICE. How is that possible if my bid was higher than the selling price?
