This is something only they can take action on.

I was able to clear up the issue with eBay and the snipes are now working.

Post subject: unpaid item, unable to bid
I have an unpaid item because after winning the auction I noticed a severe issue with the card that wasn't specified in the auction. The seller then cancelled the item for "non-payment" even after i told him about the flaw. He has relisted the card and has not specified the issue with the card. Not everything id black and white. I shouldn't be kept from bidding on items.
