I assume you mean the 'proxy bidding system' whereby Ebay only displays the amount required to win the auction, i.e. one bid increment more than the next highest bid... It is the normal bidding system on Ebay that everyone is used to, it does not need to be configured by a buyer. If that is not what you mean please explain in more detail what feature you are referring to.
The short answer to that question is, no.
No sniping service can outbid a bid that has already been placed on Ebay... the size of any accepted bid always wins no matter when other bids are placed.
What sniping does is provide you an advantage over buyers that would want to react to your bid by trying to outbid the bid you have placed. This is because sniping services like Gixen only submit your bid to Ebay in the last few seconds before the auction closes.
