Post subject: Piking
If you had bid the maximum that you were willing to pay, say $20.00 you would have won the auction. If you had bid the amount that you bid before the winner, that is if you bid first, you would have won. You did not bid enough, and you were late, you lose.

It is certainly common practice for auction buyers on eBay (whether they snipe or not) not to bid on what would otherwise be considered normal boundaries.

Post subject: so 1cent
1cent should always be used across the board? Why not! (8-)

eBay bid increment in that price range is 0.50, so ebay wouldn't allow any bid less than current high bid of 10.51 + 0.50.
Sure, had you known ahead of time you would need that one cent, of course you would have added it. But you have no way of knowing what the current high bid is going to be at the time when auctions ends.
