The difference that it makes is which Ebay customer service department, and therefore which countries' selling regulations apply to the sale. The UK and USA have very similar regulations and very similar languages (English/American English), so in practice it makes no real difference which you choose to have your bids submitted to.

Ebay allows you to bid via any of its sites, and uses your delivery address to determine whether, or not, the seller will post to your location. So, whether or not they are willing to send items to the country for which any particular Ebay site primarily caters doesn't really make any difference. It's perfectly possible to buy items via bids placed on the .com site from sellers located in the UK that are only willing to post to the UK and only ever use the .co.uk site to host those auctions.

What you need to be concerned about is whether the seller has blocked bids from your delivery address.

If you have more than one delivery address I generally recommend having different Ebay accounts, and therefore separate Gixen ids, that you use for each of them.
